Administrative Liaison Officer

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

RESPONSIBILITIES:

Within limits of delegated authority, the Administrative Liaison Officer will be responsible for, but not limited to, performing the following duties: Support the Chef de Cabinet (D-1) in effective planning and coordination in all areas of the OTP, including with respect to future human resources requirements and requests to other components in the Tribunal; Prepares, supports and coordinates information required for the general administration of OTP activities. Serves as a focal point with the Beirut Liaison Office and coordinates administrative support. Liaise with heads of Sections and units within the Investigation Division and the Prosecution Division as appropriate on administrative issues and provides support with the planning and monitoring of resources; Provide planning support in matters related to recruitment, procurement and budget preparation; Works with OTP to determine special project requirements. Coordinates with administrative service units and follows up as required. Prepares necessary documentation for issues related to administration including needs assessments, technical specifications, etc. Expresses OTP requirements as workable proposals for administrative sections. Assists in the preparation of work/cost plans and budget. Assists OTP staff and administrative Certifying Officers to monitor expenditures, balance of funds and staff related costs. Prepares input for performance monitoring of contracts. Works implies continuous interaction with staff in Administrative Sections; e.g. Budget, Finance, Human Resources, General Services, etc. Provide background information and support for senior managers, recommendations on courses of action and ensure necessary follow-up; Undertake assignments and projects to provide direct managerial support and advice to the Chef de Cabinet, Head up the Coordination, Administration and Planning Section (CAPS); Prepare reports and presentations. Perform other duties as required.

• Technological Awareness – Fully proficient computer skills, Expert in the use of various research methodologies, electronic analysis tools, and case management electronic tools.

• Teamwork – Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic international environment with sensitivity and respect for diversity and gender.

• Client Orientation: Identifies clients’ needs and matches them to appropriate solutions; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

QUALIFICATIONS:

• Education: Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or related area. A first level university degree in combination with an extensive relevant experience may be accepted in lieu of advanced university degree.

• Experience: At least 5 years (7 years with first level degree) of progressively responsible experience in administration, finance, accounting, human resources management or related field. Experience with an international organization and/or a legal tribunal is an asset.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English or French is required. Knowledge of other official language(s) is an asset.
